  15. U.S. House of Representatives from Mississippi; in the crash of
  16. a Cessna; near New Augusta, Miss. Elected sheriff of Harrison
  17. County in 1984, Smith was credited with reforming the
  18. scandal-plagued office. He developed a law-and-order image with
  19. his attacks on drug trafficking along the Gulf Coast. Smith was
  20. a paradigm of the energetic young G.O.P. legislators who party
  21. strategists hope will win control of the South -- and Congress
  22. -- in the 1990s.
